Role Purpose:
To lead and operationalize the sourcing strategy for Capital Expenditure (CAPEX) and Maintenance, Repair & Overhaul (MRO) categories across the APAC region. This role supports end-to-end procurement lifecycle management, including supplier identification, cost modeling, tender execution, and supplier performance evaluation—for a highly customized, non-globalized category portfolio.
The role requires interfacing with cross-functional stakeholders including Plant Engineering, Global Engineering, Global and Local Sourcing teams to deliver category value through total cost of ownership (TCO) optimization, supply base consolidation, standardization, and risk mitigation.
Responsibilities:
Category & Project-Based Sourcing:
- Develop a regional sourcing roadmap for CAPEX/MRO with alignment to global strategies and local operational requirements.
- Lead sourcing execution for project-based capital investments and localized machinery/tooling needs.
- Act as a sourcing business partner to internal stakeholders during project definition, equipment specification, and supplier selection phases.
- RFX & Contracting:
- Prepare and execute RFIs, RFPs, and RFQs, ensuring alignment with project specifications and procurement timelines.
- Drive structured bidding processes and develop evaluation criteria for technical and commercial scoring.
- Support contract negotiations, including pricing mechanisms, SLA definitions, lead time commitments, and liability/risk clauses.
- Interface with Legal and Compliance to ensure contract adherence to global sourcing policies and regional legal standards.
Cost & Value Engineering:
- Perform cost modeling and should-cost analysis for capital projects and technical equipment sourcing.
- Drive transparency in supplier cost structures through clean-sheet analysis and benchmarking.
- Identify opportunities for cost avoidance, value engineering, and specification optimization.
Supplier Management:
- Establish and maintain a regional preferred supplier list (PSL) aligned with technical requirements and global sourcing objectives.
- Conduct supplier qualification, onboarding, and capability assessment.
- Support performance tracking (OTD, quality, responsiveness) and lead issue resolution or escalation management when needed.
- Facilitate business reviews and Quarterly Business Reviews (QBRs) with key CAPEX/MRO suppliers.
Data Analytics & Reporting:
- Analyze spend trends and historical purchasing behaviors to guide sourcing decisions.
- Develop and maintain regional sourcing dashboards covering savings, TCO improvement, etc.
- Provide regular updates to regional and global sourcing leadership through project tracking tools and reporting templates.
Qualifications:
- Bachelor Degree or higher in Industrial Engineering, Mechanical Engineering, Supply Chain or any related fields
- Minimum 10 years of experience in sourcing focus on CAPEX, Industrial Maintenance, Repair and Overhaul category
- Proven track record managing sourcing projects with capital goods, prototype equipment, or customized machinery/tooling
- Strong knowledge of procure to pay (P2P) and source to contract (S2C) processes
- Capability to interpret technical drawings, machinery specifications, and supplier BOMs.
- Good understanding of TCO modeling, clean sheet cost analysis, and price benchmarking methodologies.
- Strong in contract negotiation, SLA formulation, and supplier performance management.
- Familiarity with risk management in sourcing (supplier risk, lead time, cost volatility, etc.)
- Hands-on experience with SAP (MM module preferred) and advanced Excel/PowerPoint skills for sourcing analytics and reporting
- Strong influencing skill, stakeholder management, problem solving and decision making skill
- Ability to manage ambiguity and multitask in a high-pressure, project-driven environment.
- Comfortable operating in matrix structures and cross-cultural environments.
