ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

In response, the RSO will undertake the following main activities:
- Refresh the existing Bali Process Handbook on Addressing Irregular Migration through Effective Campaigns (Handbook), and the Training Package on Monitoring and Evaluating Migration-related Information Campaigns (Training Package) - The refresh will be undertaken to identify and improve areas in the Handbook and the Training Package with the intention of strengthening the strategic messaging capacities of Bali Process Member States. The review process will be guided by the inputs and findings of the RSO publication, Community Perceptions and Information Needs of Persons at risk of Irregular Migration in Bali Process Member States: Evidence from Bangladesh, Indonesia, Malaysia, and Thailand. Further, the RSO will organise a Regional Consultation to identify and map gaps in the availability and accessibility of guidance, good practices and lessons learned available on designing and implementing effective information programmes.
- Update the Handbook and the Training Package – The update will be undertaken with close consultation and engagement with Bali Process Members and working groups (particularly the Bali Process Working Group on Trafficking in Persons), Bali Process Observers, the RSO, and other relevant stakeholders. The update will take into account the priorities identified in the 2023 Adelaide Strategy for Cooperation, Forward Workplans of the Bali Process working groups, and the RSO Strategic Plan and the Work Plan.
- Develop a web-based version of the refreshed Handbook and the Training Package – To enhance the uptake and accessibility of the refreshed Handbook and the Training Package, these resources will be developed into web-based, user-friendly tools using thinkific platform.
- Deliver a regional workshop to strengthen members’ strategic messaging capacities and enhance coordination among policymakers and relevant government officials in South and Southeast Asian Bali Process Member States in designing, implementing, and monitoring effective information campaigns - A regional workshop will be conducted to socialise the refreshed Handbook and the Training Package. This workshop will bring together policymakers and relevant government officials in Bali Process Member States, who will engage in practical learning exercises and exchanges to understand techniques, tools, and strategies for designing, implementing, and monitoring information campaigns. The intended outcomes of this regional workshop are to: (a) shift the attitudes of policymakers and relevant government officials to use an approach where information campaigns offer a balanced, informative view on the risks of irregular migration and the benefits of safe migration pathways instead of fear-driven and alarmist narratives; and (b) empower Bali Process Member States to use the refreshed Handbook and Training Package, which in turn will result in more effective information campaigns, and context-appropriate public messaging.
RESPONSIBILITIES AND ACCOUNTABILITIES
In order to meet the objectives of this consultancy, the Consultant will:
- Review the Handbook and the Training Package, and advise the RSO on the enhancements required in line with latest techniques, tools and best practices in effective Behaviour Change Communication and developing information campaigns.
- Provide technical backstopping to the Regional Consultation on good practices and lessons learned in designing and implementing information campaigns to address people smuggling, trafficking in persons, and irregular migration in the Bali Process region.
- Refresh the Handbook and the Training Package, based on the findings of the RSO publication, Community Perceptions and Information Needs of Persons at risk of Irregular Migration in Bali Process Member States: Evidence from Bangladesh, Indonesia, Malaysia, and Thailand, and information gathered during the Regional Consultation.
- Develop a web-based, user-friendly version of the refreshed Handbook and the Training Package to enhance its uptake and accessibility of the refreshed Handbook and the Training Package. The Consultant will be provided access to the RSO’s Thinkific account, a user-friendly platform for creating online courses.
- Provide technical backstopping for the delivery of the regional workshop using the refreshed Handbook and the Training Package.
The expected main deliverables[1] that will result from these tasks are:
RSO will have the flexibility to introduce additional deliverables depending on the practical requirements as well as to accommodate the requests of Bali Process members. Such decisions will be communicated to the Consultant in advance, and agreed upon.
- Kick-off meeting: RSO Irregular Migration team will organise an introductory meeting with the Consultant to officially kick-off the assignment. This will provide an opportunity for the Consultant to seek clarity on the expectations of the RSO, as well as to request for any additional information, as necessary.
- Workplan: A document which will identify all steps the Consultant will take to produce the agreed deliverables. This document will identify milestones, which will act as Performance Indicators, and the delivery timeline against which the performance will be measured.
- Review report: A report highlighting the areas that need to be enhanced in the Handbook and the Training Package, proposed approach to updating the Handbook and the Training Package, and recommendations to strengthen public information campaigns of Bali Process Member States. This report should not exceed 10 pages.
- Written inputs and feedback to the concept note, agenda, session plans, outcome reports and other relevant documents of the Regional Consultation on good practices and lessons learned in designing and implementing information campaigns to address people smuggling, trafficking in persons, and irregular migration in the Bali Process region.
- Refreshed Handbook and the Training Package: The Handbook and the Training Package should be revised and updated in line with the proposed approach outlined in the review report above. The Training Package comprises of a facilitator’s guide and a slide deck.
- Online learning course: Using thinkific platform, the refreshed Handbook and the Training Package should be designed in to an online learning tool.
- Written inputs and feedback to the concept note, agenda, session plans, outcome reports and other relevant documents of the regional workshop to strengthen members’ strategic messaging capacities and enhance coordination among law enforcement authorities in designing effective information campaigns.
A total of USD 40,000 is allocated to perform all tasks identified above in no more than 80 working days in total. The timeline for the delivery and the proposed payment schedule are as follows:

REQUIRED QUALIFICATION AND EXPERIENCE
Education:
- A master’s degree in social and behavioural sciences, communication, psychology, sociology, education, anthropology, social marketing or any other relevant field.
Experience:
- Proven experience of at least 10 years in designing and implementing Behaviour Change Communications campaigns is mandatory. Development communication, particularly relating to migration, is an added advantage.
- Experience developing resources and multimedia materials (e.g., print, digital, video, and audio) for behavior change is mandatory.
- Experience working with government interlocuters, international organisations and/or development partners is an added advantage.

Languages:
- Fluency in English (oral and written) is required.
- Desirable languages: Fluency in official languages across Bali Process Member States is desirable. Southeast Asian languages for instance Indonesian, Burmese, Thai, Malay would be beneficial, but not essential.
Travel required
This is a home-based assignment. During the period of this consultancy, the Consultant may be expected to undertake travel to attend events and meetings, if in-person attendance is required. The tentative locations identified for in person events is Bangkok, Thailand.
Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6.
