Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

ORGANIZATIONAL CONTEXT AND SCOPE: 

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

In response, the RSO will undertake the following main activities:

In order to meet the objectives of this consultancy, the Consultant will:

The expected main deliverables[1] that will result from these tasks are:

RSO will have the flexibility to introduce additional deliverables depending on the practical requirements as well as to accommodate the requests of Bali Process members. Such decisions will be communicated to the Consultant in advance, and agreed upon.

  1. Kick-off meeting: RSO Irregular Migration team will organise an introductory meeting with the Consultant to officially kick-off the assignment. This will provide an opportunity for the Consultant to seek clarity on the expectations of the RSO, as well as to request for any additional information, as necessary.
  2. Workplan: A document which will identify all steps the Consultant will take to produce the agreed deliverables. This document will identify milestones, which will act as Performance Indicators, and the delivery timeline against which the performance will be measured. 
  3. Review report: A report highlighting the areas that need to be enhanced in the Handbook and the Training Package, proposed approach to updating the Handbook and the Training Package, and recommendations to strengthen public information campaigns of Bali Process Member States. This report should not exceed 10 pages. 
  4. Written inputs and feedback to the concept note, agenda, session plans, outcome reports and other relevant documents of the Regional Consultation on good practices and lessons learned in designing and implementing information campaigns to address people smuggling, trafficking in persons, and irregular migration in the Bali Process region.
  5. Refreshed Handbook and the Training Package: The Handbook and the Training Package should be revised and updated in line with the proposed approach outlined in the review report above. The Training Package comprises of a facilitator’s guide and a slide deck. 
  6. Online learning course: Using thinkific platform, the refreshed Handbook and the Training Package should be designed in to an online learning tool. 
  7. Written inputs and feedback to the concept note, agenda, session plans, outcome reports and other relevant documents of the regional workshop to strengthen members’ strategic messaging capacities and enhance coordination among law enforcement authorities in designing effective information campaigns.

A total of USD 40,000 is allocated to perform all tasks identified above in no more than 80 working days in total. The timeline for the delivery and the proposed payment schedule are as follows:

Travel required
 This is a home-based assignment. During the period of this consultancy, the Consultant may be expected to undertake travel to attend events and meetings, if in-person attendance is required. The tentative locations identified for in person events is Bangkok, Thailand. 

Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6.
