Internal Auditor

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Deputy Director, Office of Internal Oversight Services (Internal Audit) and functional and direct supervision of the Audit Manager/Senior Auditor of a Regional Audit Center (RAC), the Internal Auditor will conduct internal audits, including compliance, performance, and management of audits of IOM activities worldwide. The Internal Auditor may also conduct fact finding inquiries and investigations, as necessary.

Core Functions / Responsibilities: 

1. Conduct audits across the organization either by him/herself or as part of a team.
2. Prepare and participate in preparations for risk-based audit plans and programmes in accordance with IOM standards.
3. Document, evaluate and test systems and controls to determine their adequacy and effectiveness to ensure:
   • compliance with policies and procedures;
   • accomplishment of management’s objectives;
   • reliability and integrity of information;
   • economic use of resources; and,
   • safeguarding of assets.
4. Prepare working papers for review by the Auditor in charge or the Head of Internal Audit.
5. Develop and discuss findings; come to agreement on recommendations and timelines for corrective actions with responsible officers of audited operations and monitor the implementation status of agreed recommendations.
6. Prepare audit reports for the entire assignment or portion of assignment.
7. Identify appropriate audit tools, best practices and identify/perform duties and responsibilities aimed at ensuring that the audit/assignments are conducted in accordance with IIA standards.
8. Perform such other duties as may be assigned.

Required Qualifications and Experience

• Master’s degree from an accredited academic institution, in business administration, accounting, finance, audit or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification from a recognized accreditation body such as (Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Association of Chartered and Certified Accountants (ACCA) is desirable.

• Experience in audit, finance, accounting or a combination thereof.

• Exercises due professional care by considering the: extent of work needed to achieve the audit plan; relative complexity, materiality, or significance of matters to which assurance procedures are applied; probability of significant errors, irregularities, or non-compliance;
• Demonstrates professional competence and has knowledge of auditing standards and practices, risk assessment, and applicable financial rules and procedures;
• Alert to significant risks that might affect objectives, operations, or resources;
• Knowledge of specialized audit management application of Internal Audit (TM+) or similar application is an advantage; and,
• Working knowledge of SAP system and of spreadsheet functionality, such as pivot tables, for the purposes of data analysis is desirable.

Required

• Fluency in English and Thai is required (oral and written).

Desirable

• Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
