The Finance/Project Controller is one of the main resources of our partner organization to support the financial management of projects and partners to which our partner organization provides funding.
The Project Controller reports directly to the Chief Financial Officer and works in coordination with other Controllers as well as Project Teams which include Program Officers and Grants Officers as well as external consultants. The position involves in‐ country visits to prospective and on‐going projects.

Job description
The Project Controller is responsible for all financial aspects of the project cycle. The Project Controller works in an integrated team with Program Officers, responsible for subject matter project tasks, and Grants Officers, responsible for administrative tasks related to projects.
The main responsibilities will be to carry out the following:
- Evaluation and analysis of concept notes submitted by potential partners from a financial and institutional arrangements point of view.
- Financial due diligence for new projects, elaborating a risk assessment, and proposing, as a result, a financial follow‐up plan to the partners that will be periodically reviewed during the implementation. (Including field trips)
- Creating a Financial capacity-building plan each time a new project is initiated and assessing implementation.
- Evaluation of governance (related to Financial Management) of new projects.
- Assist partners in development of concept notes and proposals. This includes among other things budget analysis for work plan and proposal.
- Responsible for analysis of financial and institutional arrangements. This includes but is not limited to analysis of detailed budgets, previous organizational audits, financial manuals, institutional arrangements, etc.
- Analysis and assessment of grant budgets in project proposals.
- As part of the Project Team, jointly responsible for assessing the quality assurance of project concept note and proposals.
- Leadership in coordination of Financial Focal points assigned to projects. This includes the elaboration of the Terms of Reference, reviewing reports, and assessing progress/improvements.
- Monitor and analyze financial reports submitted by project partners.
- Coordination of potential special audits or consultancies needed to solve problems that are detected during project implementation.
- Ensuring financial reporting from project partners feeds into the aggregated TF reporting
- Assist Grants Officers in analysing and addressing issues identified in project reports.
- Ensure in‐depth understanding of project audits, having the ability and responsibility to develop action plans together with the partner to address any issue. This includes the elaboration of the Terms of Reference for the audit and dialogue with the auditors in charge of developing the reports.
- Evaluate and follow up that funds provided to project partners have been spent appropriately and in compliance with the signed agreement.
- Ensure compliance with organization and partner internal control regulations and adherence to anti-corruption policies.
- Provide training and advice to partners and colleagues on the above topics and on anti‐corruption in general.
- Contribute to the development of financial reports for donors.
- Responsible for the financial closure of the projects.
