Cost Engineer Electrical (Full-Cycle Cost Management MEP Focus)
Purpose of the Role:
To manage and control the cost of Electrical and MEP systems throughout the full project lifecycle from design and tender stages through to construction execution and final account. The role ensures accurate estimating, effective cost monitoring, and commercial compliance, while supporting procurement and contract management. This is a commercial office-based role, coordinating closely with internal teams and external consultants/contractors, not site-based supervision.
Key Responsibilities
Pre-Contract Stage:
- Prepare and maintain cost plans, elemental estimates, and budgets for electrical and MEP systems.
- Conduct quantity take-offs, rate analysis, and benchmarking for tender submissions.
- Support the preparation of tender documents, pricing schedules, and participate in bid evaluations.
- Liaise with design teams to ensure design-to-budget alignment and value engineering opportunities.
- Analyze MEP proposals, conduct cost comparison sheets, and assist in tender clarifications.
- Coordinate with procurement for technical and commercial evaluations prior to award.
Post-Contract Stage:
- Monitor and track costs incurred during construction; maintain updated cost reports for electrical and MEP systems.
- Review and certify contractor progress payment applications, including variation proposals(VOs).
- Evaluate and validate change orders / variation claims, particularly related to electrical and MEP works.
- Support in the assessment of provisional sums, prime cost adjustments, and contingency usage.
- Participate in regular commercial meetings, providing financial updates and cost impact reviews.
- Assist in final account negotiation and settlement with contractors and suppliers.
- Ensure cost compliance with the contract, approved budget, and company governance.
Experience:
- Minimum 5 years of experience in cost estimation and cost control, with a focus on Electrical and MEP works.
- Experience must cover both Pre-Contract (estimation/tender) and Post-Contract (cost control/valuation) phases.
- Previous exposure in consultancy, developer, or main contractor environments with clear accountability for budget control and commercial compliance.
- Proven track record in variation assessment, contract admin, and final account closure.
