Overall governance
• Ensure understanding of project development and management policies, standards such as ISO, and related guidelines and regulations, to provide guidelines to junior members.
• Support periodic revision of policies, standards, guidelines, work processes and procedures that are relevant to Project Management (Construction) work, to ensure efficient operation and alignment with company’s policies & compliance with relevant governance.
Function-related accountabilities?
• Perform activities regarding project management in engineering and procurement phases of the project life cycle to ensure that projects are carried out in achieving schedule, budget targets, and scope of requirements.
• Assist senior members and provide technical knowledge during proposal development to ensure the completeness and quality of technical documents for the project execution of the proposed scope.
• Develop project execution plan for engineering/EPC projects, including cost budgeting, construction permission, resource planning, project scheduling, project progression tracking, risk management plan, standards compliance, and document control, to ensure each project will be managed in accordance with the agreement, project deliverable is able to adhere to the scope and timeline, and stakeholders are satisfied with WHA services.
• Supervise junior members in coordination with engineering disciplines, procurement, and legal teams regarding suppliers'/contractors' changes to ensure that the change rationale is valid, as well as schedule and cost impact are reasonable.
• Supervise communication of the modification or revision of the conceptual and detailed design, engineering documents, specifications, contractors' submittals, operations manuals, etc. to relevant parties to ensure information affecting project schedule and budget is updated and communicated continually to secure WHA's benefits.
• Collaborate with relevant parties such as procurement and legal departments for supplier sourcing and evaluation, and contracting process, respectively, to ensure contractors assuring risk management in contracts, as well as ensure contractors commit to project schedules, scopes, and timelines.
• Prepare documents to support coordination with concerned parties and various government agencies, as necessary to ensure all permits of projects e.g., BOI, EIA, construction permits, and the requirement of laws and statutes related to process and engineering are smoothly handled in a timely manner.
• Be aware of the terms and conditions of each project in detail, in order to develop project execution plans efficiently.
• Perform activities regarding document control to ensure that all engineers, suppliers, and construction contractor correspondence, drawings/documents relevant to each project are properly controlled according to WHA specifications and document control system, timely generated and communicated to all concerned persons in projects.
• Prepare technical documentation for pre-sales and post-sales and share technical suggestions to sales teams to ensure they have sufficient information in responding to clients in a timely manner.
